To ensure that a foreign educational qualification is recognised as valid in Ukraine for the purposes of further employment or continuing education, you may need to undergo the recognition procedure for your educational documents. This procedure establishes the equivalence of the academic and professional rights, as well as the educational and educational-and-qualification levels conferred by foreign educational documents (qualifications), with the national education standards of Ukraine.
The Recognition Procedure in Ukraine for Educational Documents Issued by Educational Institutions in Other Countries Includes:
- Verification of the authenticity of foreign educational documents submitted for recognition, i.e. verification of the fact that the applicant studied at the relevant institution and was awarded the educational document. If you submit legalised documents bearing an “Apostille” stamp or consular legalisation, this is sufficient to confirm their authenticity. Consequently, there is no need to verify the fact that they were issued, which considerably speeds up the recognition procedure. However, you have a choice: you may have your documents certified in accordance with international law or entrust their verification to the Centre's staff.
- Verification of the official recognition of the issuing educational institution by the education system of the country to which it belongs. This stage involves checking whether the educational institution held a state accreditation certificate and a licence at the time your educational document was issued.
- Establishing the equivalence of the qualification specified in the foreign educational document with the requirements for educational or educational-and-qualification levels within the Ukrainian education system. This is carried out with the involvement of expert committees specialising in the relevant fields. A comparative analysis of curricula involves comparing their content and scope. This assessment is carried out by a Ukrainian educational institution accredited in the same speciality as the one indicated in the applicant's diploma. If the speciality does not exist in Ukraine, the closest available equivalent is selected.
For countries with which Ukraine has concluded international agreements establishing the equivalence of educational documents and academic titles, the educational-and-qualification level is determined by the Ministry of Education and Science of Ukraine on the basis of the relevant international agreements. Such agreements simplify the recognition procedure but do not eliminate the need to undergo it.
Possible Outcomes of the Recognition Procedure
- Recognition. A Certificate of Recognition of a Foreign Educational Document is issued. If additional requirements are established for recognising the qualification held by the owner of the educational documents (such as further study, competency testing or other requirements, failure to meet which would prevent the person from continuing their education or working in their profession in Ukraine), the applicant is notified accordingly. In such cases, the holder of the educational documents must pass examinations in the academic subjects specified by the experts. The applicant independently selects a higher education institution at which to take the examinations. The University staff will then assist in arranging the examinations at the selected institution. In this case, the recognition procedure is extended until the University receives positive examination results.
- Refusal of recognition. The applicant is notified of the refusal to recognise the submitted educational document, together with the reasons for the decision.
